Actually he did asap it because the account its on now use to be @ballers because it followed me. Honestly idk if releasing a name on a VpN will help you get it back but it's probably the best way to attempt to get it back.

Releasing a name on a VPN will probably  allow you to  get it back. Its been done with paypals and severly helps on getting money back.
But I can assure you the the og owner was a random(Obviously new) so she 100% swapped it from the same IP etc
I think the @ was newly released or something because she had NO tags and last post was 16 hours ago when I contacted her.
I already have about 11 tags so im confident she was og owner and it was legal swap
