If your ISP is blocking it you can't.

You can use a VPN or a VPS that has port 25 open.
Basically the same as having it open yourself.

I'm confused on what you actually mean, but I assume you mean opening a port? If so you do by logging into your router config. Reply what model router you've got and I can help some more.
