How do I change my IP?

See i've been having problems with this guy booting me offline and I want to change my real ip because i dont like using a vpn, could anyone tell me how to do this?

What internet provider do you have ? Also do you have a static IP or dynamic ?

Static IP for Sky broadband you can not change you are stuck with it.

Only way to get a new IP is to get a new Modem.
