No I'm not potting up or anything, just using a whip for attack exp.

If you had a rapier + turmoil + pots you'd get even more but an extra 10k isn't bad.

Arguably, the best place to train to 99 in any melee stat is at Giant Skeletons in Damis lair. They are agressive for 15 minutes at a time, and you can switch spots to keep them agressive. I was getting around 70k/hr minimum, and maxed out at 90k/hr when I was closer to 99 strength. I'd give them a try, im sure you'll find it convenient.
