There is a complication when trying to connect to paypal.com if you proceed and notice nothing is different then you are probably fine. Try clearing your cookies.

You downloaded something. Start Menu. Uninstall a program. Look at some odd names and GOOGLE them before uninstalling.

I've just done so, I downloaded a program from @Arrest and now this is happening lmao, Deleted and ran a check and cleared everything but it's still happening.

If you uninstalled it and everything associated with it and the paypal error is still occuring, restart. You may have to do so for the Changes to come into play.

Did you add PayPal as a site you'd like blocked by accident? Or disallow cookies for PayPal? I've seen this message before. If nothing works, result to using Chrome or Internet Explorer. That image looks like you may be using Firefox. I'm not entirely sure.
 
I've checked blocked websites, I've checked and cleared all recent cookies & I've tried all my other browsers.

Still, nothing works. :(
