I need help with paypal, can i make one without a credit card and be able to take and give money ?

You can make one & do very few transactions, but its only a matter of time before it gets limited due to the lack of personal info.

Yes you can, you won't regret getting yourself a prepaid card. I recommend using Payoneer. Apart from the card, it also allows you to create a virtual bank account called the US Payment Service which you can use to withdraw your Paypal balance to your prepaid card.
