Has this ever happened to you ?

Well I got a FR sent to me and I'm trying to decline it and it will not go away when I decline or remove the pending request .I've tried blocking the person etc and the name constantly is at the top pending its pretty annoying.

Any solutions ?

It's just a bug. I used to get that with messages. It'll go away eventually.

I've had a message there for like a month before. Try calling Microsoft.

Yes, you decline it, and then It just stays there and you can keep declining and it does nothing. I had to wait a couple of days and then I tried and it worked.
