Do Competitive Mlg players in Halo use scuf controllers?

Yes I believe so, I am not %100 sure if the back paddles are allowed in tournaments for Halo but I assume its fine as MLG approved them. Trigger stops are not good for Halo though. I am personally going to be using one.

I bought a scuf for cod last christmas.. broke recently by my cat and I have just picked up claw. Completely waste of money to buy it if you just learn to play claw. Wast of 240$ in my op.. hope this helps..

Yes I would recommend it, get the paddles with A & B buttons mapped to them.
Isnt that already on the scuf controllers or do you have to choose what buttons for the paddles?

I really don't think you need a Scuf for Halo.
Halo is more about having a good shot, strafe and being able to think fast.
COD is more based on reaction and drop shotting and such.
Play bumper jumper in Halo, you'll be fine.
