Does anyone offer GTA cash mods? I'd obviously be willing to pay and go first considering how trusted I am (or I guess how trusted I'm not)

I do not believe that there are still modded lobbies that get you cash. If there is, there are very few.

Recently Rockstar has come out and really put their foot down on modders. I believe they get an instant 2 week ban from the servers, and instantly remove any money that was modded.

I have heard this from another gaming site, but I am unaware if they are still doing this.
