Well, there is a whole forum for it and I got a message a while back from someone advertising a forum. I know their username on another forum, not sure about their name on here anymore though.

Yeah, the section is for posting a thread about your forum. If people choose to join, that's at their discretion. PM'ing people telling them to join your forum or even tagging people in your thread(I've been tagged in over 10+ posts), is not allowed.
