Edit: I checked my code, not sure if you actually get the same thing with buying the season pass from the in-game store.

I purchased the season pass on the dashboard around a month and a half before ghosts released and I can confirm that it does give you the ice camo, and as in BO2 ( I believe ) if the camo is on one account it is on all accounts downloaded onto that xbox at any point in time.

I honestly don't know, sorry. If it does only come from purchasing the season pass, which from a quick search on ebay it appears like it does ( due to there being no sales of the ice camo at all ), you should think if you actually want the DLC and such, because 50$ for a camo on cod is a little crazy at least in my opinion.
