There are many reasons, they have made to many accounts, dont have a phone near them, they are too lazy, or simply this is just a quick and easy way to get some accounts.

@Light , i will accept paypal from users I find trusted, for example you could use paypal , you would just need to pm me, but I wont let someone with 7 posts use paypal on an autobuy with fear of him taking a ton of accounts then charging back.
