This does not prevent credit card chargebacks and bank chargebanks in which you don't even get to respond, they just take it away.

Is there any way of routing the money through another Paypal?

If the money is stolen try and move it to another account or argue that regardless the user has received his goods so I need paying.

But, on topic of what you had stated, this guide stays in the boundaries of the rules. His guide does not encourage fraud, as he is supplying members with the knowledge about how they should deal with chargebacks.

He does not say, "You can use this for fraudulent purposes and scam members"

Yes, people may use this information for their own greedy purposes but his guide should not be muted for those reasons.

Ex.
1. Assault is illegal.
2. I teach people self-defense.
3. People use my self-defense classes to assault other people.
4. Does this make my course illegal?
