Charging back an online currency for reasons other than those that are legitimate can be considered fraud. Having said that, showing people how to do it for the hell of it isn't any more legal.

The charge-back feature was implemented by PayPal because they deem it necessary. You shouldn't be showing people how to avoid being charged-back because some people, actually, a lot of people, will use it for fraud. On the other hand, what you can do is teach people how to do business safely and intelligently. I've come across tons of people online that are smart enough to never be robbed of anything. Know you're buyer. Safe trading is where it starts.

Of course. I agree with you 100% on that.
But, on topic of what you had stated, this guide stays in the boundaries of the rules. His guide does not encourage fraud, as he is supplying members with the knowledge about how they should deal with chargebacks.

Yes, people may use this information for their own greedy purposes but his guide should not be muted for those reasons.
Ex.
1. Assault is illegal.
2. I teach people self-defense.
3. People use my self-defense classes to assault other people.
4. Does this make my course illegal?
