The files that you look at have to be hosted on rockstars server and not a lot of them are so you can't just choose any file any host it, but I came up with an interesting theory. When Rockstar turned the snow on they did not have a DLC and the snow changed the handling of the cars and other things, so they must host a file that changes the handling and all we have to do is find the file and the directory of the file to edit the values and make cars slower or faster
