Disable VPNs/Tor/Proxy usage

Idk if this already disabled but I believe it should be prevented to register again if your ip is already registered under a user.

This will prevent scamming drastically.

And I'm guessing this will never happen.

you have to get a ton of vpn ips and add them on a no access list via nginx
its not as easy as people think

That's actually not true at all. I have a static IP address and I can still change my MAC Address which changes my IP Address. You are right though, it will decrease multi-accounting.
