This does not need to be implemented.
Any questions can be asked in the Runescape Discussion forum. Which is 1 of the many reasons, why it is there.
If you "really" want to help people, start up a service that answers questions, etc.

100% Correct. The section is there for a reason. We do not need a group for people to answer questions.

As for the MM suggestion. That will never happen. It brings liability to the site having MM.
