Depending on what type of router you have you can clone your mac address to partially change your IP.
That may help you.

Well I know the person who is doing it is using an online booter, probably a cheap one because attacks usually don't last more than 20 minutes at a time. So I was wondering if there was a way to prevent these attacks and or stop them.

If you're having problems getting your internet booted, and you have a phone. Use your phones internet...and let them see what happens when they hit it off. lol
