You change the shutter time so how long the camera is exposed to the light. Then you wave around the light and it captures all the light in the frame for say 5 seconds and creates a photo.
I love this style/effect.
I believe there is actually an app for this, but of course its somewhat artificial and not as good quality, but looks good either way.
