I was planning on using something like that for a source bans MySQL DB for my Counter-Strike:Source servers. But I wanted it to add a website forum ranking and add them to the admins.ini list as they would be given specific fields to fill out before it will add it, think that would be able to be done Glen?

Php is very powerful with working with files, editing a file after checking a PayPal transaction IPN is pretty straight forward. Let me know if you need some some help getting started.

You can use this to create fake PP accounts that allow you to send money to yourself to test such IPN scripts. Start by googling something like "paypal ipn on payment update mysql" or something. I have seen a few use scripts like these on the forums (I think Slack3r was one).

Then search the web for a few scripts that update stock inventory after receiving a server response from PP. Then modify the data in which it's placing in the MySQL to the data you want it to have.
