You need a license to own a gun in most states.

If I legally own a gun and somebody breaks into my house with a knife, I have full rights to shoot him. I don't know where you heard that or if it's a law for certain states but certainly not where I live.
And part of your permit class is knowing what to do with you weapon when a officer of the law is present.

And yes people are taught what to do when a police officer is present but Not all people remember them
