Can you unban a banned Xbox live account??

Because I'm thinking about buying a account and the seller says its banned but can have one of his friends unban the account for me. The sellers name is XGen Twitch. Is he legit????

B) Figure out the ban reason and think of something crafty to say (aim= for GB or sum shit)
