oh silly me. A texture pack is a graphics pack replacing all pngs (or whatever file type the img is) in RS's graphics to custom made ones. Thus changing the appearance of all RS graphics.

I get what you mean but I doubt runescape would do it They just love wasting time other things And probably will never do this but Maybe if you suggest it to them on the forums you have a 1/1000000 chance
It would be interesting to see texture packs but it would start getting annoying seeing all these kinds of colours throughout the game.
