It was a pathetic IM that only the Chinese used pretty much. Even though it was worldwide, mostly the Chinese used it.

ICQ is still widely used in Russia specifically by organized internet crime and fraud circles, you almost can't go without using it around those parts.

Not that its exactly relevant but just adding that it is not just the chinese that still use it.
