Pretty cool because he's a pretty rare find.
I've been playing since December 2005 and this is my first time seeing him.

He is a very rare to be seen cat that you can find sometimes randomly in runescape

To my knowledge there isn't an actual purpose to him.

I believe that he's a little easter egg Andrew Gower put in when RuneScape was still young.
