yes, but the new dash came out and they havent updated their emulator to get online yet, they also have to update their server but once they get online i will be hosting free challenge lobbies for FK

First of all , anyone can give themself a BO1 XP lobby with the theater glitch , Mw2 you can do without your JTAG online but BO2 & MW3 you need to be online with your jtag to real time edit the game . To host those MW3 XP lobbies, an online Jtag or RGH is required and so for BO2. BO1 doesn't matter.
