Air Staff doing no damage

I have 99 melee and 99 ranged but I recently started to train up magic (it's 1 lmao) and I bought the staff of air and 100 air runes. I went to kill goblins and when I hit them it just displays a small shield on them and they run to attack me. I did this several times and always the same result what do I do?

For future reference, the staff of air contains unlimited air runes. Also what were you wearing? Goblins are one of the weakest mobs in game. Your magic attack bonus was probably -65 or lower; you probably had melee gear on.

Yeah it's okay. I know it has unlimited runes. I fixed everything. Just needed to remove my gear
