I don't think ALL of them are taken but its very unlikely to find one that is available.

Pretty much all of them are taken lol. You would have to get lucky and find one that was changed by someone who decided not to keep it

They are possible to make. Most if not all are taken.

I was told you can only make 4 and up, and that swapping three char's is impossible.

Last time I checked ALL 3 letter/characters are taken. ALL of them

I looked on Xbox.com to find some 2 letter and 3 Letter GT's But they don't seem to be all taken but when you try use it on the Dashboard it doesn't allow you to create one with 2 - 3 characters

Almost all of them are taken. It would be very hard to find one. But some 3 character v1's get reset every here and there. And if your lucky enough you maybe able to find one.

3 Letters are reset every now and then, plus some people swap them and decide not to keep them. I've ran my checker a few times and came up with ones that weren't available before. Don't get completely discouraged if you don't find one, while it may be hard, there's still a chance.
