[1-2$ Reward]Recovery problem

So about a week ago I sold an account to someone. Now I live in the Wisconsin and he lives in Nevada. Today he wanted to test the details that I gave him, which are 100% legit, but he got the account locked. So basically my problem is that he can't recover the account with all of the details: all 3 previous passwords(the first 3 of them), transaction ID, recovery questions, and the creation date. But I can recover the account. So I'm guessing that Jagex is noticing the IP differences. So I want to know if there is a way to fix this, or if it will fix over time?

Might be able to give a dollar or two via Paypal if someone can help us.

Well, Jagex is very hard to contact. There is however a number you can call, most of the time they say that you will have to e-mail them but push it on them that you want to talk to a live representative.
