As long as him and his father share the same name, yes. What he can do is have his father call and tell them he doesnt want his son to have paypal anymore and to transfer the money to his bank, and then close the account. Worked for me in the past.

I'm not sure about that. To prove he is who he says he is, he will have to provide his SSN. So unless he is 18, that probably wont get him anywhere.
