I'm not 100% on this, but I'm fairly sure you can go from 1 - 99 purely by botting at the Thieves' guild.

Go to the guild in Lumbridge and complete the Buyers and Cellars quest. Should only take a few minutes.
Once you've done that, complete the first two capers by talking to the guild leader. They'll take you perhaps 20 - 30mins.
After that, jump down to the thieving volunteers and run the Thieves Guild Junky Script. Make sure you change it to pickpocketing instead of blackjacking (bottom of your inventory).
Just had a quick read and I'm pretty sure there's no level requirement to pickpocket the thieving volunteers.
