Maybe if the referral would post at least 10 threads and make 100 posts of HQ posts, then it would be considerable but not only for referral it should not be more. The referral could just be inactive while the referrer would gain desired amount of points for just getting a person to visit and register this site once.

Unfortunately, there is no way to fix that currently.
