What exact color is it? Is it like a light brown?
 
It might be a birthmark i have one of those that is whiter than my regular skin color
 
This most likely is skin fungus as that it the color that it is. But you can never be sure . Check with your local doctor to make sure it isn't something serious.

I thought it was either hives or some kind of infection or reaction to medicine. It could be a fungus. Ew. I'm gonna see a doctor.
