Try clearing your cache and deleting cookies. You can also try entering ipconfig /flushdns into CMD when ran as administrator.
Does it happen when you don't have other programs open like Windows Media player for example? Could be something interfering. Also, do you have any Google Chrome themes installed?

Doesn't have anything to do with cookies, cache, or DNS...
It's just how the welcome bar's CSS is. If you zoom in any more than 100%, the Youtube/Twitter/Facebook icons will look messed up, and if you zoom to a certain extent, so will the drop-down menu.
What I suggest doing is just zooming out whenever you're using 2 Netflix and FK, or just 2 windows at the same time in general.
Also, hide the sidebar. It helps.
