Okay why where some state tags allowed to be made but when I want to get a certain one it was never made and is not allowed to be made? WTF!? I called Xbox once and they said you can't have state gamertags yet I pointed out multiple ones to them and they had no response.​

Maybe they just don't want it. Microsoft doesn't give a shit about the people and lets tags stay unclaimable. I personally have a list of a few unclaimed tags with no spaced versions, but they are unavailable. I called in one too and they literally hung up on me and didn't answer my questions

It's probably just a tag that's in limbo. There's a good chance you just got a representative who was a dumbshit, there are quite a few of them.

Yes, who knows how long it may sit for. I've had my eye on a tag for a couple of years now as well. If someone gets it before me, I'll be quitting life. Haha.
