Why wont it let me vouch?

I think you need a required post count to vouch.
 
I think you need to be upgraded because i couldn't vouch and right after i upgraded i could vouch.

This is a security measure taken by Philly due to the recent cases of spam vouches. You need to upgrade in order to vouch. If you have a look at my vouches, no non-upgraded members have vouched me.
 
Or Philly should allow members with 300+ posts to vouch.

There are people who can easily get 300 posts within a week. So, it should be 500+.
 
Yeah. Well this is my 300th post and I was here for a week
 
I can't even vouch, but I agree with Jimmy and the 500 post count requirement
