Who has Chicago?

Does anyone on here know who has Chicago? I've been trying to find the owner for a bit now and I can't seem to do it.
The account was Code of Conduct last time I checked and it's silver. It has a full Friends List though.
Does anyone know the owner or know how to get in contact with the owner?

Moon owns it, he's banned from this site. He scans and turbo's, The tag is banned, and even though its banned he will not sell it due to that being his town. Don't deal with him.
