Who created ForumKorner's Userbars? Can you create similar?

I need to make userbars for my forum, www.forumsection.com.
I have had people come to me and make userbars where they just threw some text and a logo together and called it a day. I am not here to get a userbar like that.
I would like an intricate, yet simple userbar collection exactly like FK has. If you can help me, or know who can... PLEASE HELP.
