well all countries are better if you can turn yourself according to country.

Well, If you need the best then go to India or Malaysia, since most Engineers are good there. America is a good site also as well as Great Britain. Philippines is also a good spot, since college education here is cheap enough than the other countries yet you will learn a lot.

Thank you friend for suggesting me the best place for computer engineering. i was really confused and i got a good place to study computer engineering.
Well, the western countries doesn't compete in that game anymore campared with the emerging countries. So i would recommend South East Asia: India, Malaysia, Thailand, Vietnam as the best places for IT engineering.
Now talking about Europe, i would recommend Germany and France.
Every person have his own opinion what's best country to do that, so thats all 100% your choice where you want to learn this thing, search about your opinions and so.
