Assuming he's looking to vaporize concentrates, he can just use a regular glass dome atomizer with a 510 attachment. If he's looking to vape dry herb, Pax is the way to go. If he's looking to vape e-Liquid, I would mention the following (in order of value): Any Fasttech.com mechanical with high amperage 18650 batteries and a nice RDA ($40 cloud machines), the IPV mini 2 with a nice RDA or tank ($100, keep it below 30W), or the KBox Mini from Kangertech ($80 for the whole setup)
Without knowing what in the heck you want, it's hard to really offer good advice.
Do you want to blow clouds or do you just want a good reliable mods? The nicotine levels you're looking to use will really make the determination here.

The amount of vapor production is simply a matter of your battery, the type of mod you use, and your choice of coil.
Having a 150W Sigelei on an Atlantis tank is kind of pointless because you can really only crank the Atlantis up to 30W max before it starts tasting like you're vaping burnt steak.
