I've seen a couple people with it.
What is it and how do you get it?

Limited, means its like a step before an actuall ban it removes your rights and permissions you cannot create threads etc.. however you can reply to threads. Automatic coding is limited at the moment.

The Default UserBar for Limited is

Either way you don't want limited
 
I'd trust AC on this one he currently holds the record for most times limited on RG
 

I no rite, I hate being limited. It's fucking annoying, I have to get my imaginary friend from japan to make threads for me. And believe you me, their net over there is SLOOOOOOOOOOOOOWWWWWWWWWWW.
