What is RuneGear?

So, my question is what is RuneGear? Is this just a forum full of skids that need help setting up RATs because they think they can make some cash selling RSGP and hitting people offline, or are there actually people that know what they're doing (experienced people, coders, private methods, etc)? I took quick look in the 'hacking' section and it just seemed like a bunch of wannabe skids tryharding for some RSGP.
