Finding a niche:
First of all I suggest finding a niche/topic for your site
If you are stuck for ideas I suggest (Also, CPA Lead suggests) thinking of your hobbies or something you would like for free.
Think "What you are willing to do a survey for?"
Some saturated ideas:
Free xbox live codes
Free access to subscription sites
Free Movies and TV shows downloads.
The list can go on and on.
Look through Google Trends for some ideas
At the end of the day you want something you want to work with and people are interested in.
Buying a domain:
1and1.com
I suggest making something that sums up your website
For example: If I had a site for free donkey milk I would probably name it www.freedonkeymilk.com
It's easy to remember and has your keywords in there for when it comes to SEO.
The place I get my Domains from is NameCheap
Getting cheap hosting [or free hosting]:
Free Hosting option:
The only one i have used was
000webhost.com
Paid Hosting option:
If you want to host multiple sites and want to use a trusted and good hosting provider I suggest HostGator.
Their customer service is great and so far I've had no major trouble at all.

Making content:
I suggest if you have no coding experience either hire someone or use WordPress
I've coded all my sites myself (They aren't amazing, but manage to make me money)
Getting Traffic:
This is the hard part for some and it is for me too.
I suggest learning as much as you can about SEO (Search Engine Optimizing)
There is way too much for me to explain in this guide but you should be able to find out a lot by asking around and Googling about it
A few tips to get the ball rolling:
Advertise your site using Social Networking sites
Facebook, Youtube, Twitter, ect.
Post on forums about your site, act as if you are customer support for your site (you actually are anyway)
Joining CPA Lead or another CPA site:
I use CPA Lead but you can other sites also.
It's simple to sign up, you have to provide information about you and your site and hope you get accepted (You most likely will)

After you get accepted make a widget.
Set up a custom widget that looks like it is a part of your site
Edit it until it is to your liking
