It's basically where you put your account in a deck that semi has access to your account, where they can retweet favorite even tweet (if they're dicks) it's usually big accounts that retweet you to gain you and themselves followers by you tweeting whatever it is you tweet

I'm in a tweetdeck with over 30+ users. altogether we have over 1m+ followers so we gain quite a bit of followers.
