What does 'Black Name' mean?

Okay so just about every day I see someone with a black highlighted name, i roughly knows what it means but pretty much what I'm after is specifics, does anyone know specifically do you get a black name and if you hold it what does it entail?

People with a black lettered name are banned, such as @"Rainy_".

that means the user is ban

Thanks guys, that's what i was thinking at first then i saw Famous post on a black highlighted guys welcome post saying welcome etc and I'm like 'Woah woah, wait a minute.. *Lobby*'
