What are the best settings for taking pictures outside on a sunny day?

I have a DSLR, canon rebel XS with the kit lens. I'm having problems taking portraits outside on a sunny day. I try taking the exposure down but then my face becomes dark while the sky is fine, I also tried taking the exposure up but the sky then is over exposed. Any tips here? Thanks!
