I have unlocked my paypal and I am under 18, you have to provide them, a bank account, credit card, and a SSN possibly. I have a bank account and debit card, meaning It takes out what I have only I think? And then I have a SSN. But they never ask for that.
 
Really? They never ask for a SSN. Here is proof against that statement.

I also had a Bank Account and CC attached to the account. The reason they stated for limiting me was using a MoneyPak card.
 

Photo ID, that would be a problem. You could probbaly get them to take that off.

I have plenty to say. Here is what I think about you: for some reason you don't like positive rep. The second you got positive or close to positive rep you started pissing people off so it would go lower. You like being hated. I don't know why, but you do.

Why would I like positive reputation? Only thing I care about is my vouches.

I could have -500 reputation and still be the most legit in the marketplace.
