I don't think there are any specific requirements for it anymore. I think he still bases it somewhat off the old ones, but you just have to ask him now, and he will let you know. I don't know why Jedi has it, may have gotten it before his ban. Idk

Seeing that the requirements aren't strictly being followed I think it's similar to ub3r on HackForums.net where you have to be personally accepted by Philly.
