Is there a method on unlimiting a paypal account without putting in your cc an stuff or is there a way just to talk to the guy on the phone an get it unlimited?

No there isn't. The point of having it unlimited is because you are a verified user. Go get a CC/debit card and add it on. Also link your bank. It's safe and takes like 5 seconds.
