If you type 7 into a thread on 4chan it gets changed automatically to 'over 9000'. One of the 4chan memes is 'over 9000 proxies', which is what he's talking about. A proxy is used to hide your location on the internet.

So e.g: "FBI can't catch me linking CP, i'm behind over 7 proxies!"

If you don't know what 4chan is you should probably not go there.

Right now mods are sleeping and there's a CP sh*tstorm going on, plus the usual gore and porn threads.

Yet again, another reason why I don't browse 4chan.
